After a 25 year career with General Electric sales management, Delbert McDougal left to start his own housing company. More than 25 years later, Delbert has built a multi-million dollar apartment, property development, construction, realty, and property management corporation. The companies interests spread across Texas, and his Overton Park project in Lubbock, Texas has been called the largest privately financed urban renewal project in America.
Carolyn McDougal has worked alongside Delbert from the company’s beginnings. She was the company’s first property manager, sales manager, and decorator. Carolyn continues to evaluate the company’s multifamily properties, and leasing operations.
Marc McDougal spent time in every part of the company, and has managed the realty and construction divisions since their inception. Under his leadership, McDougal Realtors has listed or sold more than $5 billion in real estate. Marc is a past President of the Lubbock Apartment Association, and has served on the boards of the West Texas Home Builders Association and Lubbock Board of Realtors. He has been very involved in public service, serving on numerous boards and was Mayor of Lubbock from 2002 – 2006.
Julie Berger, CPA
Julie is a Certified Public Accountant who manages compliance for all accounting and reporting operations for the company. This includes cash management operations, financial report review and bookkeeping operations supervision. Other areas include preparation of Federal tax forms/returns, supervision of independent HUD and 401(k) audits, annual budget analysis and internal audit/tax preparation. Julie is also involved with the monthly and annual reporting associated with HUD/State assistance payment programs, bond-financed and Section 42 LIHTC properties. Julie has been with the company over 17 years and holds Bachelor degrees in Accounting and Office Systems Technology & Administration.
President, McDougal Construction
David Miller oversees construction and renovation of all McDougal's multifamily housing and commercial properties, as well as similar projects for third-party clients. He has more than thirty years experience with new developments, working closely with project engineers, architects, and local building officials. David has a Bachelor of Science in Engineering Technology from Texas Tech University.
Vice President, Multifamily Housing
Tristan Thoma supervises the operations of the multifamily division of McDougal Companies. He is a licensed Texas Real Estate Salesman, a Certified Apartment Portfolio Supervisor, and holds a BBA degree with an emphasis in finance and real estate.
Vice President, Marketing and Technology
Max Webb oversees the marketing campaigns and technology infrastructure for McDougal Companies. He brings to the company a strong and diverse experience in graphic design, marketing and IT support. Max has been with McDougal Companies since 2007.
Gina Milford, PHR
Vice President, Human Resources
Gina is responsible for all human resource activities within McDougal Companies, which include administering employee health insurance benefits, the McDougal 401(k) Plan, as well as, other employee benefits. Additional responsibilities include maintaining personnel records, work injuries, preparing, processing and distributing payroll, and providing interpretation of company policy and procedure as it relates to employees. Gina has a Bachelor of Science in Family Financial Planning.
Steve Colella, CPM
Senior Vice President of Operations
Steve leads the San Antonio office. He has over 30 years of property management experience and is responsible for all supervision of the properties under McDougal Property Management, which includes management operations, budgeting, leasing and maintenance. Steve is a past board member of the San Antonio Apartment Association and Texas Apartment Association. He is also the past president of the Austin Apartment Association and San Antonio Apartment Association. Steve is a licensed Texas Real Estate Salesman and a Certified Property Manage through the Institute of Real Estate Management.
Carl Tepper, RPA
Vice President, Special Projects
Carl Tepper manages the company’s Downtown Lubbock Redevelopment office. He brings a mixture of distinct specialties to the redevelopment office, including expertise in commercial real estate management, and more than 15 years of commercial property experience in a wide variety of properties in several cities. Carl was a USAF aviator, and logged more than 20 combat missions in the gulf War. He’s a member of the VFW and an expert horseman.
